Plan Overview

  • The process for developing a preservation plan is anticipated to be 18 – 24 months. Initiated in February 2025, we anticipate completing the planning process late 2026.

  • A team of historic preservation and urban planners, local historic and battlefield preservation organizations, community businesses and institutions, property owners, stakeholders, and – central to this process – Franklin residents. The planning process is collaborative, ensuring that the preservation plan reflects a wide range of perspectives, needs, and aspirations. The Franklin Preservation Plan is led by a consulting team composed of The Lakota Group, Richard Grubb & Associates, Hanbury Preservation Consulting, and Cultural Heritage Works.

Plan Utilization

  • The plan will be designed to provide a flexible framework and implementation strategy to guide and inform preservation programs and priorities over the long-term. The completed plan can readily be amended based on significant changes in local community needs or priorities.

  • The plan will be a tool for guiding the allocation of resources to historic preservation efforts, as well as the development forward-looking preservation policies, programs, and incentives.  

  • The plan will help identify opportunities to use preservation to support neighborhood reinvestment, expand housing attainability, support property owners in repairing and maintaining their historic buildings, and help maintain Franklin’s unique character. It will also inform efforts to document, celebrate, and preserve the architectural, historic, and cultural resources important to Franklin residents.

  • The plan will outline programs and initiatives to raise further awareness of Franklin’s diverse heritage – tell the full story of Franklin – and inform local stakeholders and decision-makers about preservation’s benefits. It will also identify ways preservation enthusiasts can collaborate with the City of Franklin, residents, and businesses to support preservation-minded housing, community, and economic development strategies.

  • Success is gauged by the realization of the plan’s goals through implemented projects, policies and city actions over the life of the plan, the positive impacts on the community, and how well the plan’s strategies have guided both preservation and new development in alignment with the community’s vision.
